NY State drivers license?

I will be moving to NYC in December and I am wondering if I get a NYS drivers license if I will need a car or car insurance to get a NYS drivers license. I would like to get a drivers license because I will be visiting home often and would like to rent a car when back home.

If NYS requires you to take a driving test for some reason, you can borrow a car.
