Oregon DMV please help……?

Alright im in a situation im not sure how to deal with. Im buying a continental tommarow for $200 from a friend. There is no registration for the car and tags are expired. I live in portland in the DEQ boundries where as salem does not require DEQ. I would ask him to go to dmv and get the registration so i dont have to deal with DEQ, but he doesnt have insurance on it, that would be my responsibility. Im planning on moving to salem shortly, but im just waiting on some mail so i can change my address. Im getting insurance tommarow but i wont have any papers in hand for it. Help me out here please, would i need to get a trip permit, and do a change of address, then get my registration? i would call the dmv but they are closed today, any help would be appriciated, Thanks. Fee info would be great.

There is no provision to operate a vehicle on the highway without insurance or proper registration. Get caught without either one, and the $200 purchase price will be nothing compared to the fine. A vehicle doesn’t have to have a current registration, but it does have to have a valid title. Without the proper title, registration, or valid bill of sale, you won’t be able to register it. Without insurance, you’ll be in really deep stuff. Good Luck.
